In 1965, London boroughs of Westminster, Tower Hamlets, Kensington & Chelsea, Islington, Hammersmith & Fulham, Hackney and Camden were designated as Inner London boroughs while Waltham Forest, Redbridge, Newham, Hounslow, Hillingdon, Havering, Harrow, Haringey, Enfield, Ealing, Brent, Barnet and Barking & Dagenham were designated as Outer London boroughs.
A number of areas have been included as North London sub-regions in the London Plan since 2004. These areas are Waltham Forest, Haringey, Enfield and Barnet. However, as effect of an amendment in 2008, the sub-regions are Westminster, Islington, Haringey, Hackney, Enfield, Camden and Barnet.
